Senator Victor C. Umeh entered the 10th Senate on 13 June 2023 as a ranking senator, having served a curtailed term in the 8th Senate (January 2018 to June 2019) after protracted litigation over his 2015 election. In the 10th Senate he chairs the Committee on National Identity Card and Population and was appointed to the Pan-African Parliament delegation in February 2024; his committee led the passage on 26 March 2025 of a bill to repeal and re-enact the NIMC Act — a concrete legislative output. His floor record includes a motion adopted by the Senate on erosion ravaging the Onitsha-Oba section of the Onitsha-Owerri Federal Highway (July 2023), inputs on the Onitsha-33-Otuocha-Adani roads rehabilitation, and public commentary on the 2026 Electoral Act amendment, particularly on electronic transmission of results. On constituency delivery, his office has claimed 45 capital projects in 2024 distributed across seven local government areas, a scholarship programme disbursing N64 million to 326 students in January 2026, and palliative distributions in 2024; however, independent monitors (Tracka/MonITNG) documented at least two abandoned projects — an N25 million solar borehole at Adazi-Enu and an N30 million classroom block at Eziowelle — with contractors departing sites in November 2024 without completing works. On integrity, Umeh has cycled through three parties (Labour Party to ADC on 12 March 2026, then to NDC on 5 May 2026) since arriving in the 10th Senate, raising questions about political consistency; allegations that he received $10,000 or $5,000 in connection with the Rivers State emergency rule vote in March 2025 remain unproven, denied by Umeh, and no proceedings have been initiated. No formal criminal charges or convictions have been recorded against him.
